One of the best anime artists I know studied figure drawing traditionally and then applied it to his own anime style. He was awesome, but then that's what happens when you learn the basics.
I suggest you forget the anime style for now and get down and dirty with basic drawing and figure studies. I don't know any websites, but there are plenty of good books.
Of course, books can only do so much, so your best bet is going to be to enroll in a figure drawing class. In the meantime, take a sketchbook and go out into some heavily trafficed public areas like a mall or park.
You can then apply your knowledge to the anime style or any other style you want.

There are many schools that can offer
figure drawing classes for free or at a low
cost. I try to go as often as i can. I think this is the best exercise that are available
and it works great with me. Keeps me from freezing.

There is a good artist currently writing a tutorial on drawing comic style figures at www.dreamflux.com
I think that he has three sections up now and it is pretty good so far, it has tons of examples.
