These are the places I would recommend:
http://www.deskmod.com
Tons of features, no moderation, several sections for the wallpapers, all uploads get rated etc.
Skinz.org: http://www.skinz.org
Wallpapers are moderated, lots of people visit and upload here, for good and worse..
no rating system, top5 downloads list etc.
http://www.customize.org
lots of old classics here, this site is now considered more or less dead.
They all have wallpaper sections, skins for skinnable apps, icons etc..
When u find something u like, u can click on that persons nickname and get the url for for his/hers homepage, a list of their other uploads etc.. the usual deal.

Ok, problem. since I started screwing around with my icons, a lot of them come up just as the standard windows on white paper looking file. Almost all of my folders in the control panel are this, not what they are supposed to be. Is there any way I can solve this without re-installing windows? Thanks fer the help. |

Are you using a program to manage them like MicroAngelo or EasyIcons? |

www.desktopgirls.com
:P
As for the icons, I say you should randomly delete system files until it works.
If that works, then you deleted the wrong files.
Uh.. Er.. Plus! assumedly does fine with icons. There's also a whole shpoodle of icon managing share/freeware programs out there.

Thanks guys! Also, im using 1152x864 rez. Isn't that a lousy rez? I've heard it refeered to as the "bastard resolution" before I think. But 1024x768 is to small, and 1280x960 is far too big. Well thats all, thank you.
