By scanlines, I'm assuming you mean the horizontal lines across the screen, much like a TV has. Check out www.phong.com They have a tutorial for that one. |

I know a much easier way then explained on that site(and usable for more things anyway...):
(new document) - height 2 pixels, width 1 pixel
(zoom tool) click on the image 8 times.
Click on the big colour square under the hand-tool, then make so it says: H:0 S:0 B:75 click OK.
Choose the smallest brush in the brush window
(Pencil Tool)Paint on the image so it gets grey
Then, image/adjust/invert(or ctrl+i)
After that, paint on the uppermost part of the image.
If you did all that right you should have a 1x2 pic where the upper pixel is dark grey and the lower pixel is bright grey.
Then Select the whole image via select/All
Then edit/define pattern.
You're finished with the scanlines, all you have to do now is open the image which you want scanlines in.
When you've done that create a new via Layer/new/layer. Name it "scanlines" for easier recognition and change "mode" from "normal" to "overlay"
Then, last part, go to edit/fill and click where it says "foreground color" and click on "pattern". there, if you did everything right you should have hard scanlines all over your image, for fainter scanlines decrease the opacity and for diffirent effects try changing the blending mode. I think overlay with 33% opacity looks the best..
(yeah yeah sounds harder then it is,but when you get it right it you'll be able to do it under a minute

thats an easyer way seas???
its in the filters. its called half tone pattern. cant remember what group its in. im not at home. i think it was under styles... i think. works and looks pretty good. you adjust the size and contrast and that sort of stuff. it defult on "dots" just change it to lines... oh and the term for that sort of stuff is called interlacing. just so you know

halftone pattern leaves blurred edges on the lines. you gotta ctrl-l (or whatever else method you prefer) to get rid of that. do the initial halftone pattern effect in a quickmask then ctrl-l the blurry edges away.
doesn't get easier than that.
dbm has a dumbfuck-numbnut compatible tutorial on this.
