programs, use: Adobe Photoshop but beware, it's a bit heavy on the budget, and the interface would be a bit cryptic for a newbie, but anyway there are a lot of tutorials out there that teach you how to color using photoshop for example here on this site alone, dhabih has posted a tutorial on how to color on the computer.
also check out Oscar Alexander's site, the digital art resource http://www.dualhead.com/dar/ |

Programs for doing Comic, Clean, Graphics Use Adobe Illustrator 8.
Program for Most any type use A MUST HAVE! is [B}Adobe PhotoShop5.5[/B] (http://www.adobe.com) you can do almost anything, Some plug-ins really help for the PC GFX Newbies.
Painter6 is a Real good for ARTIST style painting, lot of Good medi tools to pick from.
Gimp is a Nice free Graphics App. (i never tryed it, i hear its good)
If you got some money to spend get your self a TABLET www.wacom.com makes good Tablets, Tablet is a Eletric Pen/paint/pencil/finger and paper. It act just like drawing on paper with your pencil.. Harder you press Darker the line (works well with PhotoShop and Painter6)
