Its nice to be back on Sijun after a couple of years.
I have created a markup language exclusively for email. I know this has nothing to do with art, which is why I do not wish to discus the language itself or code here. I would like to submit the language to the IETF, a standards body, but have not yet received necessary company permission to do so.
Instead of merely sitting on my hands and waiting around while this thing rots in the corner I would like to get it out there and start building support for it. How would you approach this? Are there other forums I should be posting at? Are there certain groups I should be contacting? What would you do to build support and spread word if this were yours?

Wow that looks like a lot of work.
I read the first section and skimmed the rest.
If you want to build support I would suggest making a marketing/ executive summary type document. The doc you have now is very technical and doesnt answer some basic questions.
What is MML (ok that one is in there, but you need it in the summary too)
Whats wrong with regular email
What problems does MML solve
Why do we need it
Why does it need to be patented
Why is it awesome

I actually like the idea. I've been a forum-kid forever but I never got around to using email because it never worked the way I wanted and those html-emails really pissed me off.

I updated the specification to require RFC 2822 type headers for backwards compatibility that should be otherwise ignored by MML aware clients/servers.
I also specified a standard character set of UTF16.
Here is the actual schema file if you want to play around with writing the language and validation:
