I have to make and design a website and need some help cuz i�m totally lost. suggestions of any good programs to use and other helpful advices?

I'm guessing by your post that you're not acquainted with web standards.
In my opinion, the best way to build a site is writing it by yourself in HTML with CSS. Maximum control, but not that easy of course.
designing your site in photoshop at first is usually how i go by it, then try to incorporate with code as best as I can.

using programs, i guess Adobe Golive or Macromedia Dreamweaver are supposed to be good ( i tried dw, but i think it generates far too much unnecessary code ).

www.w3.org is a good place to start, looking under these categories:

HTML 4: http://www.w3.org/TR/html4/

CSS 2.1: http://www.w3.org/TR/CSS21/

HTML is for writing data. CSS controls the design.
There are good tutorials about building sites manually, do some googlin' about it.. for example: http://www.w3schools.com/

thanks for the help, you see the thing is that i have to design a cool website for our school organisation where we need place to post rules and a guestbook (open for everybody) and a forum (for members only)
