I'm looking to take drawings (image files) and convert them to cartoons, paintings, whatever else.
I also want editing options so I want increase color, add color, whatever, advanced editing.

The programs I have seen are for photos and not image files or drawing or things other than a photo.
Also, it does'nt look like you can do alot of touch up or even approach starting touch up.

These programs have been free, are there any free or paid programs to do a top notch job?

I'm sorry but you confuse me greatly.

You say the programs you've seen so far are only for photos and not for 'cartoons and image files'.
Photos ARE image-files, so are cartoons (unless by cartoon, you mean vector/flash stuff).

Please explain what difference you are refering to when you differentiate photos from image files and cartoons.

A program like photoshop can do all that you ask, not just to photos, but to pretty much all pixelbased image-files. It costs alot though.
Illustrator is photshops sister-application for vectorbased images.
Flash is used for... well, flash-files.

Not sure we can help you more than that unless you clarify what your questiong really is...
