Well, I want to do a good background and I dont know how can I make it...maybe a city or something like that...

Can you give me an advice to make it better because I see it a bit insipid.

I want to colour it whit oil or something like that...

I like the concept and how you rendered it.
The first thing that came to my mind is that the face looks weird though.
Skewed maybe?
I think the area around the left eye should be moved to the center of the face more!?

About the background ... I think it's a bit confusing.
The mountains in the distance ... are they on the same level or in a valley.
They probably fit if he's supposed to be standing on a mountain and looking down on them.
If that's what you were going for show it more. By separating fore, middle and background.

If it's not what you were going for ... check your perspective maybe

And the one deltoid looks a little too big compared to the other muscles.
