Hi, can anyone recommend any good books or web pages on photoshop, graphic design, or anything related? Something that will give me an idea (techniques, tutorials, etc) on how I can make artwork such as Dhabih Eng.

You've come to the right place!

If you need basics of photoshop, check out designs by mark:
http://www.designsbymark.com/

or Alex D.G.
http://www.alexdg.com/

or Eyeball Designs:
http://www.eyeball-design.com/

If you need help with photshop, check out Dhabih's own tutorial, or if you need more help, just ask specific questions, you'll be sure to get a good answer here.

P.S. Phong has some good Photoshop tutorials, if you can stand his attitude.

Why don't you go to the nearest library and check out what they have. Books on art techniques. Since whatever you are gettin' your head into, you'll need the basics and everything else will become natural when you try out the computer and read all of the above. :]

I noticed most of the sites suggested here are about specific effects not general drawing/coloring. I'd like to recommend a few of the sites I found useful on these topics:
http://users.deltanet.com/~khanh/Tutorials/SomeArtTutorials.htm
http://www.wetcanvas.com/ArtSchool/Digital/index.html

I also have my own section of lessons/tips that shows how I draw my portraits, don't know if any of them will be useful but here's the address if you want to check them out anyway:
