It's in a single line that runs along the middle of the ring; the script is what is called Quenyen; however the language it was written in is that of the Dark Lord Sauron. Translated it reads:

One Ring to rule them all, One Ring to find them,
One Ring to bring them all and in the darkness bind them
In the Land of Mordor where the Shadows lie.

Actually the Appendices of the trilogy should provide ample information for Quenyan characterizations / translations.

And runes too...

Tolkien was an absolute genuis at language; he was fluent in many forms of English and had translated Old English works (some of which are held in the highest standards to this day). All of the languages in the Hobbit, LOTR are completely made up with their own constructs for syntax, pronounciations, etc.

Verse on outside edge, 1 on inside, next on opposite inside inside, then the other outside. Its the last four verses of a poem written about the ring, ...

I've also heard of these book things, with all this paper and shit.
They're pretty cool, but sometimes they smell like old people.
