There have been a few painted hair textures about this at the Ebony Keep board. I remember two different hair tutorials for painters and a feather texture tutorial at that board. I don't frequent that board any more so you will have to ask somebody else for the links to the tutorials on that board.

I have created hair once in a very different way. I created a base layer in the general shape of the hair area and general color of the hair but with very blurry or wet brush edges. Then I create a new layer above the base layer with spaced out 1px strands in the flow shape and direction of the hair strands. From the main menu choose Layers -> Layer Options -> Bevel and Emboss. In this window set the bevel to 1px internal. Set the lighting mode to overlay, and the shadow mode to overlay 50%. If the bevel effect looks too intense then lower its opacity from 100% to what ever works. This effect may take two or three attempts to properly configure to a realistic look, but its very easy to edit past changes. Then create another layer above this layer with the exact same process, but hard draw new strands so that the strands look a bit more random. Do this until you have 4 layers of hair strands. If you have any more layers the hair will look too thick and a bit puffy, but feel free to attempt as many layers as you need. If the strands look all spaced out and not full enouch then you need to add more strands to each of your created layers. After you add the bevel effect to a layer you can new strands or delete areas and the bevel effect will be modified automatically to adjust for your changes. After you finish with all the layers of strands you will need a gloss layer. Merely use a very large brush stroke on the hair in the direction and side of the light to appear as a reflection. Set this blur and set to a layer mode of overlay or lighten. Reduce the opacity of this layer as needed. You can also add a light shadow area in a similar manner, but using a layer mode of multiply and reducing the opacity of this layer to around 25%.

I hope this helps.

Here is a tutorial I wrote for doing hair... I have another hair tutorial (which utterly SUCKS, I did it fast and it looks stupid) and a fur tutorial as well. But this one might help you for now.

Check out her feather tutorial also, as it is along similar lines as a hair texture.

Change the search dropdown to Tutorials and type in hair. You'll get quite a number of good hits.
