Cuts is a term used in comic book coloring. After the flat colo(u)rs are placed, a selection is made on a smaller section or area of that color. The small section is then filled with a variation of the underlying color, a different color or a gradient. The intent is to give the change between colors a sharp edge so that it looks like certain materials like metal or looks like specific styles, like you might see on cartoons or anime. Also, by using gradients, it can be used to suggest form, such as where the edges of one muscle meets another.
For instance, for a sword, you might select the entire blade and color it light blue. Then you'd make a few selections slightly apart from each other and fill them with a darker blue. If you do it right, it will look like shimmering metal (or at least faked shimmering metal that you'd see in a comic book).
