i love the texture and style, but it definitely needs to lose those big white airbrushes

Looks good, but it has some problems imo - the background and foreground are too similar in contrast, values and tones. those tights scribbles on some part of the background are also too distracting and generally flatten the image.
Second issue is the black line which- though providing the only separation between foreground and background in some areas- is also undecisive and tends to flatten the image.

Ok, I didn't intend to make any modifications to this piece, but the suggestions you guys gave me were to easy to do to resist. I hope this doesn't violate the 'Finished Work' rule...

Chthonic Divinity: I have gotten rid of those big white airbrushes. I think that they didn't do anything for highlights, and they looked to contrived.

Bilbo: I have desaturated the bg, and that made the frog come out a bit more.

It is important to hear other's opinions. After I look at the same thing for a while, I become desensitized to it, and can't make accurate judgements as to what needs to be done next. I either have to turn to something else to work on, or post it in the forums!
