I wanted to know if anyone knows how to cel shade in the following programs: Photoshop, Paint Shop Pro, and what the hell Photoshop Elements

i saw this game for XBOX (which i dont like) its called JET SET RADIO FUTURE i think and it uses some of the nicest cel shading ever i wanna learn how to make it look like that

Well you could try the filter Artistic-> cutout, but the results wont be to satisfying. Or you could paint it that way in the first place!

If you want to make something look like Jet Set radio, that's 3d, and you need to use a 3d package with a cell-shader renderer.

Cel shading is simply drawing your black outlines and coloring with simple block colors.

For 3d work Illustrate http://www.davidgould.com is a renderer plugin that's useful for photoshop try the following for very crude but effective technique

Digital Photograph => watercolor (max detail lowest shadow) => find lines

gives you good solid clean outlines of your pic

then use a new layer and multiply to color it - with solid bright color...

Like I say superficial but interesting technique that could be worked on.
