I haven't used painter, but for what I know it's quite hard and maybe it's not the best one to do CG.

On the pic, I like how the hair is looking. Maybe it's not the CG look you are trying, but I think if you go on as you have done so far, the pic would look nice.
Also, probably to get more definition you could try using a smaller brush.

About the program, well, all I can tell you is to go and do a search at google...

This is not a bad start. I think one thing that may help; when you paint hair try not to think of it as strands or even groups of strands. Try to see it as a shape, with a light side a dark side, and reflected highlights. Then if you want, you can come back after and put in individual hair strands. I hope you don't mind I did a quick overpaint. I hope this helps a little.

This is definitely an improvement already! And the way you have the core shadow (darkest part of the hair) right below the highlight is exactly right.
Adding some more darks (just not as dark as the core shadow) out near the ends of the hair strands may help to give it even more shape. And yes you can add individual strands at the end, you just need to light them the same(base color, shadow, core shadow, highlight). You may also want to give any strands an outline so they match your style.
as to sequence, I usually cover everything with middle range, then add shadows and highlights, but that's really just preference.

Learning to paint is a slow process, many small improvements over a long time (with lots of practice). You're not going to be painting like the best guys on this forum in a few weeks or months. But look at the bright side; you've already shown some improvement. Keep up the good work!

Last thing: yes you have to re-size your images before you post them. Resolution (DPI) is the most important thing. Browsers display images at 72 or 96 DPI, so if you're many times higher res than that they will look huge.

well to begin with you already have some good art talent which is actually the hardest step for a lot of beginning cg artists. The primary thing about cg art is mostly about coloring and having a good idea of the color wheel and shading digitally. Just pick up some tutorials and youll be fine even for a first try this is quite well done.
