Ok so I know it needs work I just don't know what and how. I am learning at this and having fun. I love this. Please comment on what you think could have been done better (if ya want) and let me know if there is something I could do. I am looking for tutorials on detailing. If you happen to know where some are. Thanks

Its a nice start tone. Here's a few basic suggestions (and I do mean basic, I barely know what I'm doing myself).

Start out each peice with a sketch of some kind, this is not a hard and fast rule by any means, but if you're going to do a finished peice, it sure helps to know everything that you want to show, and where you want it. In your peice, it looks like the background was added as an aftertought (see all the blue areas peeking through?). I suggest working background to foreground (this is where the sketch will come in handy).

Another thing to watch out for is consistency. In some parts of the pic, its fully rendered whereas some of it has comic style line work, with the colors added. I'm a big fan of both styles, heck even combining the two can be cool, as long as its done with purpose.

Ummm, yeah, so that's all I've got right now, I guess that should give you some stuff to work on.

Oh, wait...I forgot, I can't really tell what's going on with the Dragon's head. Is it severed or something(if it is, it doesn't look quite dead)? 'Cause I don't see his neck or body. I'm guessing its not, going by the name of the thread. Which means that mass I thought was background must be his body...you may want to add some kind of definition to it.

Okay, all done.
