Well.. first of all you should put in some eyebrows and add some more shading to the eyes and nose.. I don't know what style u use in photoshop but u should try using the smudge tool a bit more to blend the colors..
But if u use the smudge tool in one area u should probably just use it for the whole image or it won't blend properly... unless u were trying to do an oil paint style portrait. |

I actually really like the feeling you've got going here... The colors are pretty muted, but they're consistent.
You do, however, have some issues with lining up the features properly. Luckily, I actually broke down and helped a guy with similar problems (though more extreme). Here is a link to it. The thing I notice on your face, right off, was how much space you gave to the septum (above the mouth, under the nose). From the bottom of the chin, to the bottom of the nose, ... the center of the mouth is about 2/3rds up. Yours is about half way... but your chin is quite long.
The most important thing for you to do now, I'd wager, is to really study up on this relationship of positioning facial features... once you master the face, you apply what you've learned to everything. It's the single most difficult thing to do... to draw a face, and to draw a figure (in motion) properly... according to my favorite illustration professor, way back when. Everything else is cream cheese, comparitavely, and can be picked up much faster, once you've mastered the face and figure.
