I guess whomever is organizing this contest is making a lot of money. $75 to enter? And $1000 to the winner (or $100 if you're not the big winner)? Let's see you're going to give about $2200 in prizes, so that means that you need only 30 entries to pay you back. Where is the rest of the money going?
I think I will organize an art contest when I'll be needing some dough. Seems to be a good scheme...

I went to the site that the contest was hosted on; that wasn't so reassuring either. I think I will skip this one, considering all the clues indicate a scam/rip-off/fake. I remember someone once had a contest for best interface; he eventually ripped all of the entries and never paid any of the prizes.
