i think the placement of the eye is more worrying than the neck, id go over that again, its way too high up. as for the neck, just have a look at reference.

It looks as if you're using the hair to block off the parts of the face you really don't want to draw (but the hair doesn't look bad). Not only is her left eye out of place, her mouth is a bit too far over and the cheek on the far side of the mouth should be visible. The skin tones between the neck and face are pretty far apart, giving the feel that they aren't part of the same person (there are also more colors in skin tones besides pink and tan, like green and blue and yellow).
Speaking of the neck, it's a man's, man. It's far too beefy for such a delicate flower. Check out some photos of women's necks, especially clothing catalogs, as they tend to have women posing this way a lot. Draw from life if you can, but if you can't, at least try from photos a few times.
Also, unless I'm very much mistaken, you're left handed. Try to avoid the tendency to have everything leaning over to the right (everything I do leans left). Flip the image horizontally every so often to make sure things are coming along (vertically is cool, too). It's a wonderful way to get a different view very quickly.

Those guys are right. I also want to mention that the neck maybe too long. But the shoulder postion is what worries me. fixed it would solve the neck problem.

I love the way you did the hair, about the neck, I'd just loosen off some of the shading, that'll make it look better.

is this a girl kenshin?
