This guy is called : "my rubber" (and I'm talking about an erasor)
Because that is from what his head was formed...
This is the first general design that gives me an idea how he might look when he's finished.
Well I'm just starting with characters or any other type of art and am not very experienced. I believe that I have an eye for these thing though.
Of course I can see the things that are wrong with the anatomy, but I'm kind of clumsy when it comes to drawing the picture that is in my head...
If you really want to help me...do a paintover!
I really need advise to learn!

Quick paintover...kind of..
So far so good but as you said there are issues with your anatomy. First off he is unbalanced, he's got a slight lean to him. When the character's legs are in the 'rochambo' stance the line of balance is usually straight up and down. Just draw a line down the middle of him to help visualize his balance. I'd say his torso is a liitle on the long side so I'd shorten it a little.
The way his righ arm is just sticking out there holding the staff that is tilted too far to even help his balance I would straighten the staff or do something simalar to what I have drawn on your pic.
The biggest thing is to first draw the underlying skeletal structure, even if it's just a stick figure. It is so important to understand the skeleton if you want to get into drawing characters in dynamic(action) poses.
I hope that helps a little, keep up the good work salad.
