So I've been working on this some more.

What I just changed was the right hand (the glowing one). I was wondering what you guys thought. Good? Bad?

Have anything else to say about the painting?

It looks more like a Gargoyle to me than a Dragon. It's looking nice, keep working with the detail, everything seems a little blurry at the moment. I like the color scheme. The wings are nice. You need to work on the sword more, make some big evil looking sword that curves in different places along the blade. Add some detail in the mouth, maybe teeth? Some scales on his face or body.
