Um... I have a terrible sense of lights and shadows... I wanted to draw something cool though
if anybody can help me out here

What immediately jumps out at me is the placement of the blue light source. You've got it coming from the lower left, it would seem, but it's hitting several places it technically shouldn't be hitting, most noteably the part area of the hair.
Try positioning yourself in front of a mirror with a lightsource pointing in that direction, and notice what parts of your face it hilights.

Also might want to try blending the skin color in more with the blue on the face and anything else it reflects off of, but do what shaithis says and I think yo could make it look even better! |
