I was actually a part of an informal testing team who's job it was to compatability check the DigiComi filters under the US Photoshop (it worked quite well) and to provide feedback on the potential market for such a product over here.
The DigiComi filters are actually a suite of four filters designed to help in the production of drawing comics --and to the best of my knowledge it is not commercially available in the US. The filters range from the nearly useless (scan cleanup) to faily useful (Speed line creation).
The associated book "Digital Comic Masters" is an excellent primer for black and white art and Photoshop --but covers Illustrator, Quark Express and several other Japanese art packages and filter sets too, the most interesting being PowerTone. As the name suggests, it computerizes the zip-a-tone procedure.
Unfortunately, it was my recommendation that there was only a small market in the US for such a product. Our comic industry is miniscule compared to the Japanese market --and from that small pool of comic creators there were even fewer drawing in a manga style who needed a speedline generation system. The costs of translating the software and manual and marketing costs in the US would simply not be profitable. They were still interested in the US market, but I don't think they're going to proceed. Sadly, the last I heard they did not ship the filters to buyers outside of Japan. Perhaps this will change. You can purchase the book "Digital Comic Masters" from any number of online sources --though obviously it's written entirely in Japanese. The ISBN number is: ISBN4-8399-0495-2 and the book costs approx 2100 Yen.
