Actually, some of the best artists at sijun uses nothing but Photoshop. It's the artist, not the tool. An accomplished artist can paint a masterpiece with a mop.

The technique is from the artist not the tools.

I note also that you say "coloring," rather than painting. If you mean coloring, as in comics, then I must say Photoshop is the tool of choice in the industry. The over-the-top coloring of Image is all Photoshop based as is the majority of the comics on the market, including my own work on Groo, Usagi, and Fanboy.

Some might supplement coloring with Painter, Studio Artist, or Paint Shop Pro. Prior to Photoshop, there was a program called the Cod-Barrett Tint Prep, that was used by Steve Olif at the dawn of computer coloring. Cost was highly prohibitive (about $60 k) at the time. I understand they now have standard Mac and PC versions for a couple grand.

For tutorials, see:
http://www.comiccolors.com

Same techniques can be applied to painting, by discarding the line art when done, then refining the final image.

Good luck.
