So that is a bug? I've had it for so long and it makes me mad! Thought I was the only one with that problem! I don't have to restart PS though, alt+F4 to close it is enough. Adobe Photoshop lesson 1; "automatic help popping up when you're working". :/

I don't own a wacom, but after a quick strain of the noggin, is it possible you're hitting the F1 area on the wacom? This does bring up help in Photoshop, so it could be quite likely.

As to a solution... *shrugs*

There is no F1 area ... there's a 1 area.... on my 4x5. that brings up a new document.

but i tell you its so damn annoying.

ocasionally that help pops up.. i close the bugger, and i try to draw again or click anything with the mouse, that damn bugger pops up again!

.. blimey.

i suggest you'd reinstall Photoshop with custom settings, leaving the "Adobe Web Componets" or whatever, uninstalled. Helped for me.
