Three options, using Photoshop.
1) Make a copy layer of the background, blur it setting of about 30 or above. Go into curves, make that layer much brighter, set the layer mode to Hard Light, and adjust transparency as needed.
2) Filter --> Distort --> Diffuse glow (make sure your background color is white or a bluish-white). Fade Diffuse Glow --> Hard Light, adjust transparency. I don't know if this is possible in 6.0. Last time I saw, it didn't have a Fade filter option.
3) Make a new layer, choose an approriate color for your fog, go to gradients, select Foreground to Transparent, and make a simple gradient from white at the top to clear at the bottom. Or, just fill it with white and set to a very low transparency, on Hard Light or Screen.
4) Select the paintbrush or airbrush, set it to a very low transparency, and (on a new layer, of course), just lightly make big swaths with a large brush. Then blur it, and flatten your image. |

[Geek mode on]
Fade is found in P'shop 6 under the 'Edit' pull-down
PC keyboard shortcut - Shift+Ctrl+F
[Geek mode off] |
