Hi! New member here with little experience, but with access to almost any art program I can name. Therein lies the problem.
I don't know any decent ones. I was fiddling around with a mouse and a cracked copy of psp4. Quite Crap, I must say. I want to be able to do decent images with a lot of spec. effects that are explained in the program.
I am a student, and so I am doing this as a bit of fun, but it could become a serious hobby, if I can get into it.

i'm assuming psp4 means photoshop v4? It's an old version, but still is a powerful image-editing and painting program. If you want to learn all it's features, then 1)Read the manual, 2)Read another book like Photshop Wow!, and/or 3)take a workshop class. Don't pooh-pooh Photoshop; no program is really going to walk you through stuff. That's what the books are for.
If you're interested in digital painting, I recommend Painter. For layout I recommend Illustrator. For cool web stuff and easy animation, I recommend Flash. Photoshop has a lot of "special effects" called filters, for image editing, but if you want more, install Kai's Power Tools.
