If I want to create nice gradients I can use psp's 'smudge', but that is much more labor-intensive than using Painter's watertool to smooth between different colors (and the result with painters water tool is better aswell). The problem is I don't like painter as my main gfx program, but I don't like to use two programs at the same time (make that 3, because I use Psp pro aswell). Is there a possibility to make some kind of a brush in PSP that works just like the water-tool in painter?
Another problem PSP's 'smudge' has is that it becomes VERY slow at sizes of about 100 and more. Does anyone know how to fix that problem?

no. there is no other tool in Photoshop that does what the watertool in Painter does. You'll have to make do with Photoshop's smugde. If the smudgebrush works too slow, try increasing the spacing of the brush you're using....
