those "tentacles" are created in a 3d program, most likely 3dsmax

u could try to draw them in photoshop if u really wanted to.. but it might be difficult depending on your art skill..

you can do anything in photoshop if u set ur mind and time to it ... but u have to paint(render) it, not 3d"render" it.

the tentacles could be created even more easily than 3DS max in oh say.... Zbrush www.pixologic.com everyone must try that program
