I loved the earlier post about this, so I gave my wacom a shot. This is the first time I've ever used it from scratch, so don't laugh too hard

The hair itself doesn't look too bad, although its somewhat blurry. You basically have the general shadows, and highlights down, now go in there with a smaller brush, and add somedetails.
Also, don't be afraid to grab some reference to practice with. |

i can't figure out how to make the paintbrush with tons of little dots...

You have to define a brush pattern...
I believe you draw a series of dots in the pattern you want, copy it, and then go to the right-arrow by the brushes and say "Define Brush" -- I think that's how I did it...Don't really remember...hehe
