I don't know how to explain saturation and hue, so I'll leave those to the pros. (that rhymes!)
Anyway, a silhouette is a solid shape or "shadow" of an object. Like, your own shadow would be considered a silhouette. When said in reference to digital art, I think it refers to the technique of blocking in the solid shapes of your image before going in with color.
Values are, I believe, different shades of a color. But I could be wrong.
Saturation has something to do with the intensity of a color, but I don't know quite how to explain it. |

Very simply, hue can be considered the color, and saturation the amount of the color. For example, a full color image that has been completely desaturated will be black and white (gray scale). |

Values are how dark or light a color is, between white and black. |

Hopefully that will explain it a little better. Hue is the color itself. Saturation is the intensity of or amount of a color. In this little diagram, the hue changes horizontally, and the saturation changes vertically. |
