The streaks. Furinax, if you have a tablet, try using the paintbrush. Click, then hold down shift and drag vertically. The SHIFT key locks the motion vertically or horiz. Play with different pressures and scrub back and forth.
Alternatively, you can do the same thing in a mask channel. |

Use the circular marque tool for the circle. It says that the artist used acrilics,found materials and PS. the streaks could well be a photo of wood grain or similar.
To get that particular effect with the circle there are a number of ways. starting a new layer, adding a layer-mask of the circle, and then painting on the layer with whatever colour you wanted would keep you from messing up the circle,while giving that iregularity. ther are more, probably better but I think that it would work.
The streaks would be on a number of layers with different blending modes I would imagine. But you never know.
ther are just so many ways to get an particular effect in PS.
