"The best art sites" ? *Ahem* i never saw them (eheheh), but here is a few links from my favourites:
Digital Illustration Outpost by Loki - very good site with useful tips'n'tricks and cool images also :).
Point and Pixel by Acryl - just a powerfull gfx dude (mainly working in original pic's rez without resizing down) ... correct me if i'm wrong ;)
Shane Caudle's art page - uhm... don't ask, just LOOK!
Team - very good russian dudez working for game development.
inIMAGESinables by Morgan aka. Splif THOMAS - this dude created very interesting/original website design or concepto and some really good art stuff.
ugh... well, enough for now i think :)
