Matty, anything that'll make boxes for you will do the job. Grab a copy of the maya personal learning edition or the 3d max trial, then Google some city images and arrange some basic boxes according to yur reference and desires. Find a perspective you like, get a screen grab either by rendering or just hitting print screen and then paint over it in the paint program of your choice. I find adding strong light sources helps with selection masking and speeds up the painting process.
ie: bump the light source power up to like 4, and then the planes on your boxes will have a enough contrast so that you can use the magic wand tool in photo shop to select by color (right click with the wand tool and select by color option) and then you can select all your separate values in one swoop and block things in quickly.
It's important to end up with something that has all the major sections clearly delineated with a different color and value to permit clean and easy selection masking of your major areas. Then you're free to be loose with the details later on, confident in the knowledge that everything is still within the bounds of your original compositional vision.
