A client ask me to do some illustrations in this style:

And i wonder, how to manage it on the easiest way, to do all that colored Outlines etc.
I don't think the artist build that whole figure in Vectors, because they dont take enough money for that work.
Perhabs he scanned his lineart and auto-vectorized it in illustrator and colored the lines in PS.
What do you think? How would you do it?

Looks to me like the lines were certainly done using a program like Illustrator - vector lines. Color may than have been done with Photoshop... though I think Illustrator is capable of doing the gradations. I haven't used Illustrator in years.

Could have been painted in Flash. It has a good set of vector painting tools.
I doubt it was created in raster first.

You could always use marquee and lasso tools in photoshop to make it.
Just make the a quick sketch of it and follow the shape with the tools.
Then copy the shape, make it a little smaller and edit to your liking.
And then you have the bigger form as an outline.

I'd sketch it freehand (either on paper on in Photoshop), then trace the outline in illustrator.

Then color it in photoshop (also using selections here and there for typical cartoon shading done with soft paintbrush + selections).

The sheild and the feet of the horse are good example of shading that could be done with selections.
