The figures are done in marker and acrylic, the background in 3D studio MAX. I think the juxtaposition of styles is rather heavy-handed, but I wanted to see what others think.

2D and 3D work can work well together at times, but I think you're right in this case it sin't working too well. What I'm really seeing is that it could work, but a couple of things need to be achieved. The juxtaposition of the background foreground is caused in part by the differences in texture between the two areas of the picture. The foreground characters are shiney and yet the background is dulled down.

Secondly you have a definate lihgt source for the background, and not much of one for the foreground. IN the background your light would be creating lens flare in the camera, and yet it's still in the right position for a fill light on the figures. You can do that. It's photographic in origin, but try and stick to more simplistic lihgting scemes and ones that make mores sence. If you want to keep the lihgting like that, then remove the flare in the upper right. In fact, just remove it. It causes to much of a distraction and adds to the logic puzzle your brain plays when trying to figure out the picture.

Lastly your girls are floating a bit off of the surface they're on. Put a nice dark line where the shoe meets the ground and it will make it look more like they're actually in the scene.

I hope this works out. I'm a fan of Cowboy Bebop and they blend cell shading with CGI graphics and make it look great. Keep on working on this, and hopefully you will get more comments then mine so you can figure out how to make it work.
