Did this a few minutes ago. It's just a few registry item changes that fix something that has bugged me about Windows.
Description from the Readme:
Under control panel and also by typing "services.msc" into the Run dialog on the Start menu you can access the services that run in the background on your computer. These background processes can use up some CPU and RAM. But that aside they also have really shitty technical and vague descriptions that repeatedly warn you that disabling the service is bad.
Well, this .reg file replaces those descriptions with better ones that are less technical and more to the point including wether you can disable the service or not.
I did not cover every service, some I think are simple enough such as "Print Spooler". If you have a printer you should probably keep print spooler. If you don't you can probably disable it. Simple.

check it out. If you don't know what to do with the .reg file then look at the readme.txt.
--- Sadly I just noticed some services ignore the new descriptions even though they're changed in the registry just like the ones that accept the change. ohwell. :P
(EDIT: nevermind...Fixed that. Apparently they don't like C:\ in the descriptions) |

I've been using Black Viper's list for XP installation stuff ever since I found it a year or so ago. Very good info...
Better descriptions for the services inside the control panel itself sounds pretty useful though.
