There are several options, but try Pencils>2B Pencil. |

Hi,
With such a tiny example image, how on earth can you even begin to tell what brush variants Anry used? It could have been any number of brush variants.
I believe he used the Round Camelhair in his Tyrael Knight Painter script and you could try that one. It's in the Painter IX Oils category.
He could have used Digital Watercolors, maybe the New Simple Water variant.
He could have used a custom brush variant.
No, the Pencil's 2B Pencil variant doesn't blend in its default state. In addition, it interacts with Paper texture so it's not smooth.
Look at the Well settings for the Oil's Round Camelhair to see what makes a brush variant blend and smear existing paint. Resaturation controls how much color is in the brushstroke. Bleed controls how much existing color is picked up in the brushstroke.
Then apply those settings to a brush variant you like. If the brushstrokes for that variant are interacting with Paper texture, move the Grain slider to 0% or use a custom Paper made from a selection on a blank white Canvas.
Read the User Guide to learn how to control your brush variants. Better yet, read Help > Help Topics.
There's no reason to get exasperated, especially if you haven't even done that first, then spent some serious time using the brush controls and testing the adjusted brush variants.
