Hi, I coloured this lineart I drew, and would like to improve it. Any help is appreciated.
1) I believe the proportions are ok? If not, please point it out.
2) I want to refine this cg a lot because at the moment it looks messy and blurry. I did this in Painter8 and would like to know how to make my CG more, what's the word, finished/tightened up. I have always left my work rough so I do not know how to tighten things up to a finished piece. Can somebody please teach me how to do so? Would it have to do with the kind of brush I use? The brush settings?
3) If there is anything else that needs to be changed, or could be, please let me know
Thank you for your time...
EDIT: I don't know how to display the picture on original size. But anyways, please take note that the version you see is a bit compressed. Thank you.

His right leg (on our left) is suffering from something. its a bit wide at the bottom and the perspective isn't quite right.

It really depends on how you interpret it and what your intentions for it are... you could call it finished right now. However, you pretty much answered this question by yourself. If it looks messy and blurry, perhaps clean it up by erasing extraneous lines and sharpening up some areas. For example, adding in some actual eyes would be good. If you would like to detail.. then do it! Define the clasp on the pouch, the material on the shoes. adding texture also does the trick. A proper background could also enhance the "completeness"

just keep working at it
