i like the colours, though shading is littlebit bad (tail for example)
but i really need some help with the background. any ideas?
he should be under water. in the middle of seaweed.
and those white things on top right are air bubbles

I don't know about the background, but if you're doing an underwater scene you need caustics. You know, all those cool light patterns the waves cause? You could also use some floating debris and the background kelp can fall off to blue sooner.
