I have Paint Shop Pro 7. But everyone else seems to use Photoshop. Are there actual advantages to Photoshop over PSP, other than it's wacky setup and outrageous price?

HEY! WAIT! THOSE 'ADVANTAGES' AREN'T REALLY ADVANTAGES AT ALL!

I haven't used PSP7 myself, but I had PSP5 for quite a while, and I would never go back to it after using Photoshop, even if Paint Shop costs about 500 bucks less.

I mean, it all really just depends on what you're doing, but, the best way that I can describe the difference between PSP and PS (besides an extra letter in its acronym) is everything that PSP does, PS does better, and more of it, faster. Makes the difference for professionals and hobbyists, I suppose.

I see like this:

If your plan is to get out into the workplace with a well developed skillset, then you're better off learning Photoshop; it's the industry standard.

If your plan is just to doodle along as a hobbyist in digital stuffamagic then start off with Paint Shop Pro.

Hobbyist? Well I can't be known as that! Though I'm not sure using Paint Shop will limit me forever to the realm of a "hobby artist".

I didn't mean for it to come across that way. Let me reiterate that if you want to develop a recognized skillset in the industry (or relative industries), then you might want to stick with Photoshop. If you're a student or know someone that is purchase an academic version to learn with - it cost less and is the same thing as the retail version.
