Never use the Photoshop clouds Filter, it will make your picture look ugly! Why do you not make a few strokes with a big brush, perhaps in a some greenish hues or whatever will look good? Your picture would look a lot better!
The anatomy of the face is not bad, just keep on practising!  |

I don't see a problem with The Photoshop Clouds Filter
I personally like the darker version better. possibly add some browns in there...make him look a little weathered and dirty. some veins in his eyes...some dirt...and fix that ear - it's flat. |
