I like this character design, but I think the dark-blue background and the red cape doesn't match. I'd suggest something light for the background.

Cool.

But I see 2 problems.

1) The cape doesn't really look like cloth. The shading on it is too random.
2) Right hand bend (the character is streached to the right)

Nice work.

I think it would help give the cape a more cloth-like appearance if you smoothed it out a bit. And when you shade, think about where the folds and wrinkles would fall off of the shoulders. It sounds funny, but I sometimes get a sheet and drape it over something to see how the light might fall.

Just some suggestions.
