something about her dress bothers me but i don't know what it's supposed to be illfitting and stuff but it just looks weird.

First of all really nice pic. i really liked the patched skin. With the dress you may want to muck around with the folds, particularly around the breast area- this might give the character more shape.

This almost makes me think of the scene in Carrie after they dropped the blood on her...I think I know the look you want. That look...Stiff and tense.

Like the patched skin.
Maybe if you work on the folds in the dress and give it more shading towards the bottom...thus bringing out the face that will help with what you want to do.
