You've got a real good start going. EYELASHES (not overstated) will make it more feminine...
Make the eyebrows lighter and thinner to increase the "femaleness".
There's something about the mouth and chin that seem male as well.
And I know you want short hair, but longer hair will make him look more like a girl.
OH! And the neck is pretty thick, too. Pretty manly.
Actually I wouldn't make the changes I suggest. I would just make it a male head!!! It's a total guy, man.
As a male head it looks good.

Right just to clear things up... this is NOT meant to be a female mesh....erm..I meant that this was the MALE that was to go with the Female model I made.... should of made that more clear I guess... Doh!
