I drew this picture by hand and scanned and colored it on photoshop 6.
This guy looks sorta odd for some reason..
Could you please give me some tips on how to fix it so it looks better?

It looks OK to me... If you are going for realism, you might want to lower the eyes some and add some ears. Maybe raise the jaw, too, especially on the left.

A good start, by the looks of it your not going for realismn but cartoon like. Try adding more contrasting colours and shadows. eg. the hair.
