Im going to keep at this picture, i've started with an outline of what I want it to be. Now my question right now is are the proportions correct? Is there anything whack going on with this picture? I want to get all the proportions correct before I actually make it look like the character I have in mind.

interesting sketch! As a comic type character sketch artist, i can tell you that her neck maybe a bit long. shoulders are a bit broad for a woman, but this is a gargoyle type girl so you can leave it if you want. Her arms seem a bit short and pelvis is kinda tall. Sorry if I seem like Im pounding it in to the ground. those changes arent really that big and if your doubting em or they dont really seem to work, just forget about what i said. You did a good job getting the basic proportions down! |

Its looking good. In addition to what the other guys said, you may try using smoother longer strokes. For example, on the boots.... the curves there can be done with just one smooth line as opposed to small teeny sketchy wetchy ones. it'll look much better. and, if you can't get it right on the first try, do a smooth curvbe lightly until you get it, then go over darker. |

A little update on the picture, I took in all you considered. THanks alot!
Now dont worry too much about the 'wings' but if you can point out anything else I should change now would be a really good time for it. Thanks.
What do you think of the pant folds? Is there anything I can do with tight 'pants' like these?

uh.. this might be a little late but the head looks kind of flat, sort of like its strechted funny. otherwise it's good. |

i won't tear it apart coz i'm sleepy, but here are some crits:
the whole character looks skewed. draw a horizontal line between the eyes and you'll see. the hairline is sloped too. ears might not be visible with a hair like this, but you should at least add some indices. her right (our left) shoulder looks dislocated. the armor plate on it is bigger than the one on the other shoulder. the wings... get a reference for that. it's a-must. then, the gun. it has some major perspective errors. i'll point out the scope and the top of the gun. what's that plug on the back for?
next- the left foot is just.. ew kinda reminds me of cubism. the right foot is rather good, but both legs are missing the ankles.
