This is only my second digital drawing, and I am unsure on how to proceed.
I have my pictured colored, but I am not sure if I should shade or smudge it next. I want it to be a pretty dark picture when its finished.
How should I proceed? Draw more lines and smudge them for contours? Or darken and lighten the colors for shading? Any advice is very welcome. (also, the actual image is about 3 times larger)

Start painting values into your bodies of color. Here is a real quick visual, pick a couple light sources and know where they are coming from before you start adding value. Don't paint with burn and dodge though, select your base color and build off of that. Good luck.
