if you are going for a childish look.. you got it.. but if you want it to be more "womanish" make the head smaller in proprtion to the body. a childs head is huge in proportion to it's body.. but a woman or man's head is not big... er.. that sounds werid.. i hope your understood

the body and face need to perfect, but is no so bad; instead of that, you should paint more natural, and shading more, adding shadows and highlights.. and man, forget the smudge tool, it should be for retouch an almost finished work, no for draw..
