inking can be as simple as going over the lines you've already drawn, but it can also be a very refined art in itself. how to draw comics the marvel way has a great section on classic styles of inking, and it can also help you delineate what you are doing. a couple of pointers when considering inking:
- does this need to be inked? if the output isn't a traditional comic book often "inking" isn't the best option
- where is the light source? don't just start adding black lines everywhere
- is this going to be colored later? if you are planning on coloring it, hold back on detailed linework in the inking. many lighting effects are rendered much more effectively with color.
- halftoning. halftoned areas seen in newspaper strips and in manga can have a really neat effect. there are some online tutorials showing how to do the effect, but my favorite way (in photoshop) is to keep the image in grayscale mode and run a color halftone filter on filled areas. the filter in grayscale acts like halftoned areas in press.
- professional inkers use a variety of tools, not just a pen. brush inking can be very beautiful, as it gives great control over thickness and shape.
- subtraction. subtractive shading (pulling white out of a black area) can be a neat effect over traditional black on white.
- inkers often emphasize foreground objects by using thicker lines.
- the inker reinforces the composition of the page. it is important to have a balance of the shapes and black/white areas or else the attention of the viewer wanders where it isn't supposed to... ink to an audience.
- inking can also create moods. lots of shadows and hatching can create a very sullen mood, while lighter areas support a... well, lighter mood.
- contrast. higher contrast is good... but don't overkill. same goes for the opposite. too much inking/hatching on a page can muddy the total effect.

there is a lot more involved, but you shouldn't take my word for it! (think reading rainbow.. yay levar!)
